To better serve the needs of the development community within Orange County, the Orange County Utilities Department created the Utilities Development Engineering Division. The Utilities Development Engineering Division, formerly the Development Review Section of the Utilities Engineering Division, is involved in many aspects of the development process, including: concurrency determinations; comprehensive plan amendments; review of developments of regional impact and specific area plans; attendance at Development Review Committee meetings; review and approval of master utility plans for planned developments; review and approval of construction plans that include utility connections for proposed commercial and residential development projects located in unincorporated Orange County; and review and approval of construction plans that include utility connections for proposed commercial and residential development projects located in areas under the jurisdiction of other municipalities but within Orange County Utilities' service areas.
In addition, the Utilities Development Engineering Division assesses plan review, inspection and service connection fees that are collected by the Orange County Division of Building Safety and the Utilities Customer Service Division; processes Florida Department of Environmental Protection (FDEP) permit applications for construction of water and wastewater systems; processes FDEP water and wastewater systems clearance forms; and, upon request, notifies the Florida Department of Transportation (FDOT) of approved construction projects within FDOT right-of-ways. |
