Orange County Secondary Services provides specialty medical services to eligible Orange County adults who are low income and uninsured. Secondary Services provides quality comprehensive healthcare that includes:

  • Specialty Physicians
  • Pharmacy
  • Laboratory
  • Radiology
  • Nurse Case Management

Patients must be referred for eligibility to Secondary Services by the Primary Care Access Network (PCAN).

Doctor and patient

A patients eligibility is determined at Primary Care Access Network (PCAN) sites throughout Orange County. The process includes the following:

  • Eligibility/Initial Assessment
  • Needs Assessment
  • Secondary Care Access
  • Disease Management
  • Evaluation

Criteria for Eligibility:

  • Adult Orange County residents
  • U.S. citizen or resident alien
  • Low Income (125 % or less of the Federal Poverty Level)
  • Uninsured
  • No Medicare, Medicaid or Private Insurance including Veterans Administration benefits

Documents or proof needed for Eligibility:

  • Photo ID
  • Proof of Income- four weeks prior to application for eligibility

Eligible patients with complex medical problems are assessed and diagnosed, then referred to a network of specialists.

Orange County is a payer of last resort for those without other coverage including Medicare, Medicaid, privately purchased or employer-offered insurance, or Veteran's Administration. Potentially covered patients must apply for other coverage for which they may be eligible so Orange County does not spend limited resources on those who have other resources.
